STSDS New System No Penalties in the First Year

Starting 1 January 2026, the Stamp Duty Self-Assessment System (STSDS) will be officially implemented.

The good news is – 2026 is a “transition and learning year” – no penalties will be imposed!

What does this mean?

Between 01/01/2026 – 31/12/2026 , stamping through the STSDS system
Even if:
– BNDS is filled incorrectly
– Information is incomplete or inaccurate
– Stamp duty is miscalculated

No penalties will be imposed (including errors found during audits).

Why is the government doing this?

  • To give taxpayers time to learn the new system
  • To ensure a smooth transition from the old system to electronic self-assessment
  • To encourage voluntary compliance rather than immediate penalties

Friendly reminder

  • The e-Duti Setem system is already open for early access
  • You can log in via MyTax Portal to test and prepare
  • It’s recommended to familiarize yourself with the process before the end of 2025 to be ready for 2026

2026 is a “penalty-free learning year” for STSDS, but it doesn’t mean you don’t have to do it – start learning to do it right now!
